I have unlimited minutes on my phone but am told I can’t make a local phone call because I have reached my limit and need add on - I was abroad a month ago but have disconnected my roaming

Have you double checked the number you are calling is not a premium number? Even some standard looking 07 numbers come with a charge. If it is a premium number, you'll have change your Bill Cap.
