There is an option to “add new plan” in the app and on the website. I tried to add my children’s ID Mobile numbers that are both registered to me but with different email addresses, but it won’t accept their numbers. What is this feature for?

Hi
If those numbers are registered with their own iD Mobile app accounts, you may not be able to add them to another one, you’ll need to delete those app accounts and then add them to the one you wish to have everything on.
