Unfortunately, blocking a number isn’t always effective. The other person may call with NO Caller ID, or through a different service, such as WhatsApp.

Thanks for responding. They didn’t come up as No Caller ID, I was able to see who it was despite blocking them. It was a normal phone call, not via WhatsApp or another messaging service. I’ve re-blocked them to see if it was an Apple glitch.
