data not working because I have "reached my limit"?

I have run out of data so have purchased a new package of data. However when I turn WiFi off and try to use mobile data it says I have reached my limit and gives me no solution on how to resolve it? Any ideas

Also I cannot work out how to get to the live chat feature on this website?
