emergency calls only

Hi

 

my wife’s phone keeps showing emergency calls only.  When I ring her the phone does not ring.  She is using a pixel 3a.  Two things through reading about this are to update system but it says she is using latest available.  On this site it says try a new sim.  How do I get a new sim from idmobile please

 

any help appreciated
