iMessage, SMS and call receiving

I recently got a new contract with ID, and cancelled my old one with them, as it wasn’t in my name (I was under 18 at the time of its start date). I wanted to keep that old number, but to avoid the fee I saw mentioned using an intermediate carrier to PAC between. I PACed out of ID to the intermediate, then from the intermediate back to ID. The ID app shows the correct phone number, however when I go to activate iMessage for that number, I either get no action, or a popup saying an error occurred.

I have followed all the steps I can find online to potentially help fix it -signing out of Apple ID, turning off iMessage and Facetime, resetting network settings, restarting the phone without a SIM and leaving it for a few hours, and even tried factory resetting. Went into Apple and the SIM was tried in another phone, with the same issue, so I and they believe its an issue with the SIM, not the phone.

A bit of extra info - I can send texts and they arrive to the recipient in the correct number, same goes for calls, but can’t receive calls from everyone. Most people that try to call me get an incorrect number dial tone, bar one or two that managed to get through. I can’t receive SMS messages either, from neither other phone numbers or automated systems
