I have followed the advice for network settings, phone number stored correctly in settings.
I need urgent help. If we can’t resolve, I need a pac to move to a network with customer service agents.

If your WhatsApp was hacked, this shouldn’t stop you sending normal SMS messages with your phone number. Can you confirm the issue is with normal SMS messages or WhatsApp messages please?

The issue was with SMS messages. Probably not related to the WhatsApp hack. I included that information as I wasn’t sure of the cause.
I think it’s solved now.
I repeatedly reset network settings and the iPhone number in message settings (even though number was correct).
SMS started worked suddenly after 2 days of trying.
The phone is for a family member so I can’t check everyday.
Don’t know if it worked because of the resets or it would have resolved itself anyway.
