If its the latter have you adjusted the phones default data alert and data limiter up to unlimited (or at least to the maximum your phone permits)?
Also, for future reference, if you previously adjusted the data alert and data limit on the phones settings and then use a replacement SIM/eSIM the phone then resets these limits back to the phones default.

On my app it's saying I've used 177gb from my 90gb allocation - but that can't be right as Google says I've only used 2.19gb
