Sorry to hear this, it’s possible roaming would need to be enabled in the device before going abroad.

Could you screenshot where the option is blacked out?

Okay, have you tried a device reboot?

A network settings reset?

Settings > General management > Reset > Reset mobile network settings

Resetting network settings will NOT reset any personal data (Photos, Videos, Contacts etc) only network settings.
