If I activate Wi-Fi calling on my smart phone, and link up with a local Wi-Fi , does that mean I bypass the telephone cell network?

Nope. But I like the way you’re thinking. Are you thinking of using WiFi calling over in Egypt? If so WiFi calling is only for use in the UK. And for it to work we still need a working SIM and it uses your minutes out of your normal allowance. The only major difference with WiFi calling versus conventional mobile calling is the former routes via the broadband.

Thanks… I’m just trying to find a low cost way to make phone calls from Egypt back to the UK, Seems like whatsApp,  Skype and other similar apps are blocked due to government fears over secure comms. I could maybe steer around using a VPN but that’s a bit hit and miss. I wouldn’t know if that VPN is blocked until I actually get there. Maybe I’ll just say to folks if we need to speak I’ll do it via email!

It is obviously a big problem communicating out of Egypt using IP based platforms due to the heightened security controls required. My take away from this is that for short breaks, it is probably easier to just send email and even then I’m wondering if Egypt blocks encrypted emails such as proton mail and tutanota. 
I think I will restrict my communications to plain text non-encrypted email.

And I totally understand that. I did suggest the use of a VPN on your other topic and I don’t know if Egypt can or do block the use of VPN’s - having said that I can’t see how they can. I used to use NordVPN but have no need for this now. It was mainly used to watch content on the Netflix servers over in America as they get the films released before they come to the UK. We seldom watch content through them anymore so cancelled Nord.

 

Another option would be to look on travel forums or things like that. At the end of the day you’d likely get more/better advice from those whom have recently traveled there. Others, including any news outlets must be able to send news out of there.

From what you’re saying then yes maybe an email might be a better alternative. However I would create a new throw away email account for use only whilst you’re over there. If Egypt is a ‘tough’ as you say then they may be able to ‘monitor’ your complete personal email account and trawl through all of your emails.
