i I will be travelling to Hong Kong and Vietnam. Both on list of international partners but not on roaming list.
Does this mean I can use my inclusive data or not?

You can’t use your inclusive data when roaming in Hong Kong and Vietnam
Inclusive data use is only permitted in 50 EU & EEA destinations.
