Charged for three texts from a premium number (88222) and unable to change Cap to ‘0’ to prevent further bogus charges. Get message telling me I cannot change until end of my billing month! Why? Can I claim refund of charges?

I think an SMS with “STOP”, to the short-code, should unsubscribe your number.
