3g data finally disabled, but 4g data has not improved

I thought this might happen, but was hoping not.For a period of 2 years, 3g voice and data has been tolerable, but 4g poor. Now 3g data has been finally turned off here in Wivenhoe, CO7 9AF, I'm left with an unusable service. ID LTE(4G) cell id :1306972 , signal-119dBmCan this be passed to engineering to comment (It's inside my house)
