I can’t make or receive calls. I have dial assist WiFi calling all on I get text message to tell me I have a missed call but can’t call back or goes to voice mail if I switch my phone off and back on I can make a call but then goes back to not able to make or receive calls

Resetting your devices network settings usually fixes this issue.Settings > General > Transfer or Reset iPhone > Reset > Reset Network Settings
