cannot set up voicemail

When I call the voicemail it just says ‘set up voicemail by calling us from your phone’ then it hangs up. Any idea why?

 

I am currently outside the uk but need to be able to access voicemail.

Thank you for getting in touch. 

Voicemail would need to be set up whilst in the UK as a PIN needs to be set.
