Upgrade refused in 60 days

For the last month or so I’ve been getting emails about my upcoming upgrade. 
I even had a phone call from Curry’s/Carphone Warehouse about it. 
I’ve seen the upgrade I want which is the next model up but lower monthly costs. I didn’t know how to do it so I did the chat 

I was told that I couldn’t upgrade as I still owed money on this account ( but all over my account it says I can) and then even though it was a deal on there website, I couldn’t have it. 
Has anyone else had this as I’m about to give notice as I think the service I got was shocking!
