cant dial internationally

I want to phone the netherlands from

the uk. I have enabled premium, international and bill cap at £20.

 

i get the message - sorry this service does not allow access to this number 

 

 I urgently need to be able to call 

 

please can you assist.

    Are you dialing out using the correct country code for the Netherlands?
