I want to get a second SIM for my partner who's visiting the US but I don't know whether she'll be able To use it to contact other US numbers while she's over there and when she comes back from her holiday can she still use it in the UK to receive calls and SMS From those over in the USA?

Thanks for getting in touch.
If your girlfriend orders the SIM and activate roaming prior to leaving the UK, she will be able to use the SIM whilst roaming and also when she returns to the UK.
As the USA is not included in our inclusive roaming destinations, there will be charges for using the service so it would be worth taking a look at those here as well as setting a spend cap limit to manage the cost.
