All my incoming calls go straight to voicemail. This is not due to the call forwarding option on settings

Been online chat twice and not much help. My phone option for data roaming is greyed out, I’ve been to Spain and corfu but couldn’t turn it on so I could use emails, WhatsApp etc without wifi. the people on the chat said they’d pass it to technical but they were no good either. Asking me to try it abroad even though I’ve told them the option is greyed out. I’ve put my sim in the old phone and that works with no option. Therefore how do I get round this
